An AIFF League Committee will decide which teams will take part in the 2nd Division League 2018-19 scheduled to start in December 2018. As many as 23 clubs were nominated by State Associations based on the criteria set out by the AIFF:
1. All nominated clubs must have participated in the last conducted top-most division League of the District/State.
2. A club must have finished in the top five or top half of the final league table, whichever is lower, in order to be nominated for HERO 2nd Division League 2018-19.

The selected teams will participate alongside reserve sides of teams from the Indian Super League. In the 2017-18 season, 13 teams were chosen to play alongside seven reserve sides of ISL teams.
The final list will be announced after a licensing and financial inspection followed by deliberations amongst the AIFF League Committee.
